To empower underprivileged and marginalized groups, particularly rural women and children, through literacy, education, and economic empowerment, thereby improving their standard of living and enhancing their capacity for self-dependence.


D. Organizational Profile

Bunyad Literacy and Community Council (BLCC) is a non-governmental, non-political, and non-profit organization founded in 1994. It emerged as a response to the alarming state of female literacy and girls’ education in Pakistan. Initially a grassroots initiative to uplift women and marginalized communities through literacy, Bunyad has grown into a dynamic, multi-sectoral development organization. Today, Bunyad operates across 14 districts of Punjab, bringing meaningful change to the lives of millions.

With an unwavering commitment to social justice and human development, Bunyad envisions a society where every individual, regardless of gender or background, has access to education, health, livelihood, and dignity. It adopts a holistic, community-driven approach that fosters sustainable development by promoting community engagement, empowerment, and inclusive access to resources.

Bunyad bridges the gap between underserved communities and vital resource systems—ensuring basic needs are met today while securing sustainable futures for tomorrow. By working in close collaboration with public and private sectors, Bunyad contributes to long-term, integrated development goals, improving the Human Development Index (HDI) and building social capital.

1. Material Development – Empowering Through Locally Rooted Learning Tools

Bunyad has decades of hands-on expertise in developing culturally relevant, community-driven learning materials, especially for adult and non-formal education (NFE) audiences. These materials are practical, inclusive, and aligned with local needs and values, making learning both accessible and impactful.

Over the years, Bunyad has:

  • Designed its own Literacy Curriculum and Textbooks
  • Developed over 300 literacy and post-literacy books
  • Produced newsletters, posters, and visual aids tailored to community contexts

Bunyad’s Literacy Curriculum and textbooks have been officially adopted by the Literacy Department of Punjab and are being used by both public and private sector partners—a testament to their quality, relevance, and impact.

2. Literacy & Non-Formal Education Models/Programs

Bunyad has pioneered a range of inclusive, flexible, and impactful Literacy and Non-Formal Education (NFE) models tailored to meet the learning needs of diverse age groups, especially out-of-school children, youth, and adults in marginalized communities. Key education models currently practiced by Bunyad include:

  • Non-Formal Primary Education (36 Months) – Accelerated learning using the Condensed Primary Curriculum approved by the Punjab Government.
  • Adult Literacy Program (7 Months) – Enabling adults to read, write, and calculate—restoring confidence and agency.
  • Mobile-Based Literacy (7 Months) – Bridging the digital divide by integrating mobile technology into adult learning.
  • Community Learning Centers (7 Months) – Locally established centers fostering lifelong learning and skill-building within communities.
  • Functional Literacy (7 Months) – Linking basic education with practical life skills to improve daily living and livelihoods.
  • Distance Learning (7 Months) – Reaching learners in remote areas through flexible, home-based learning models.
  • Adopt-a-School Programme – Community and private sector partnerships to revive and support underperforming public schools.
  • Early Childhood Care & Education (6 Months) – Foundational learning for ages 3–5, promoting cognitive and social development.
  • Financial Literacy (4 Months) – Equipping learners—especially women—with tools for smart saving, budgeting, and investment.
  • Sustained Community Learning Centers – Long-term, community-owned hubs providing continuous learning opportunities and access to education resources.

Bunyad’s models are more than education—they are pathways to dignity, empowerment, and transformation.

3. Trainings

Bunyad believes that real change begins with empowered people. Funding and projects alone cannot bring lasting transformation—a skilled, passionate, and community-rooted workforce is the true engine of impact.

To build this foundation, Bunyad has established a comprehensive training ecosystem to prepare, mentor, and multiply agents of change at every level. BLCC-ICE adopted the following training strategy to multiply training skills:

  • Level 1: Preparation of Master Trainers
  • Level 2: Training of Trainers/Mobilizers
  • Level 3: Training of Teachers, Supervisors, Management

Bunyad has a team of professionally qualified and experienced trainers (full-time and part-time) and hard and soft training modules on training of trainers, implementers, and facilitators of Literacy, Non-Formal, and Formal Education. Bunyad has its Training Halls at its own land in all regions of Punjab. Bunyad also has a Literacy Library with more than 25,000 books related to development.

Since its inception, Bunyad Literacy and Community Council (BLCC) has successfully implemented 193 impactful projects across Punjab. These initiatives have transformed the lives of over 2.6 million individuals, with a special focus on promoting literacy, dignity, empowerment, and human rights for marginalized communities.

Since its establishment in 1994, Bunyad has expanded its reach significantly. Over the years, BLCC has successfully implemented projects in 24 districts across Punjab.

To ensure long-term sustainability, Bunyad has established purpose-built offices on its own land in Lahore, Sialkot, Hafizabad, Rahim Yar Khan, and Multan. These offices serve as regional hubs for training, coordination, and project delivery.


1.7 Means of Mobility

Bunyad ensures effective field operations through a strong logistical network. With more than 650 field staff operating from 12 field offices (5 of which are on owned land), Bunyad facilitates smooth implementation and monitoring of projects using:

This mobility infrastructure enables timely engagement with communities in remote and hard-to-reach areas.

  • Comenius Medal, UNESCO, Paris (1998) – for innovation in literacy
  • King Sejong Literacy Prize, UNESCO, Paris (2002) – for best literacy promotion
  • Presidential Award (Aizaz-e-Fazilat), Government of Pakistan (1998)
  • Best Provincial NGO Award, Punjab Commission for Literacy (2002)

1.10 Financial Management

Bunyad operates with financial transparency and accountability. Rated Low Risk in both PCP and UNICEF evaluations, the organization scored:

  • 95% in program delivery, 87% in internal governance, and 76% in financial management (PCP 2023)
